You may be using a very old version of Internet Explorer. Go to "help"
and "about Internet Explorer", and check your version number. If it's
before version 5.5 or so, it's (1) out of date, and (2) not secure
enough to use these days, simply speaking.
A suggestion - try Firefox, which is a faster more secure web browser.
I say this instead of saying "update your IE" because depending on a
number of things, a new version of IE can inherit setup strangeness from
your old version. Go to:
download the browser (should have a greed "download now" button with the
right version for your system) and run the installer. It will talk you
through all the steps, and you can have it import all of your bookmarks
and homepage.
An added advantage of trying it this way is that it won't hurt your
existing IE configuration at all. But once you try Firefox you may just
want to not go back to IE.

Just to allay others' concerns, I note that you are running a much
higher-numbered release of OE and that leads me to believe that you are
probably running WinXP with a later version of IE and it would support
frames.
The only thing I can think of offhand is that there is something strange
about that website (whatever it is) or your Security settings are set
too high. If you click Tools-Internet Options-Security, you can see that
panel. Has that been modified from the original defaults? Click Custom
Level and reset to Medium and see if that helps. Within that is at least
one setting dealing with frames.
