Some help with French, please?

Could someone help me a bit here with this text? I
believe I understand it all, except that in English (at
least to me) "liquidation" would suggest selling
everything off and "succession" would imply that the
business was inherited. So I'm confused by "the
liquidation of the succession". What does that suggest in
French? Also, what is meant by le Havre being perpetually
"blocked"?
If it was liquidated or inherited, would there be a record
of the process in Le Havre?
