It's a book published by the town itself, probably by the town archive
(lots of German town archives have their own series of publications,
mostly rather simply printed without fancy typesetting).
The price (without S/H) is, as you may have seen from the info quoted by
yourself, 30 Euros.
Ask them whether the publication is still available (it should be, since
it was published in 2005), and if so, how you can pay for it, and what
S/H fees they charge.
