Is Medicare D a disaster ?

I'll be eligible for Medicare in a few months so I ordered a couple of
booklets on the subject. I've been wading through the part D and I've
come to the conclusion that it's a disguised Welfare plan for the
Insurance industry.
If it were intended to help us seniors, why would there be 40 plans
just for Georgia ? If it were to help us, why wouldn't there be
just one plan and all claims would be sent to Medicare ?
This is really beyond my understanding. One plan has a premium of
$100 a month and another has a premium of $10 a month. To me that is
a no brainer.
I have insurance (BC&BS) and my understanding is that I will not have
to sign up for part D. But what if I lost that insurance in
future years ?
Has anyone run into problems with this ?
For instance if I wanted to sign onto plan #40 with a $10 premium and
a $250 deductible, will it be as good as plan # 21 with a $90 premium
and no deductible ? And if it's a government plan, why the co-pay
?
I think it must be more for business than for us because of the usual
tactics being used to scare us into acceptance whether we need it or
not. There is the threat that our future premiums will be a lot more
if we don't hurry and get aboard.
