United States: the new scramble for Africa

I was thinking about how dependent the US was on raw materials from outside
the US. I could not find what I was specifically looking for, but found
this, which I thought might be of interest.

If the goal was to insure a relaible source of the raw materials that a
nation needs, what difference does it make that we messed up the country
that we needed as a source of that raw material, as long as we ended up
making sure that the source continued to be a reliable source for the raw
materials we need?
