What I don't understand is that their scientific advisors said that the
concentrations of the salmonella bacteria were not sufficient to be a hazard
to health. So why all the panic? Who's telling porkies?

I would be inclined to go with there scientific advisors , but once they get
a complaint
or find something the firm can do nothing they have to recall all the lot
