How are they going to enforce the new postage price rules ?

Surely, by charging (the recipient) for any excess Postage?

If we are less than honest couldn't we just post large cards with a 1st or
2nd class stamp on.

Or are they relying on us to take the large cards into the post office to
have a 37p or 44p stamp put on.

Well, you can put the right stamp on at home, can't you!
You don't have to take them into a Post Office, for that.

Yep.
That's normally what happens, when something is Posted with the
incorrect amount of Postage.
The Recipient has to pay the excess (plus any Surcharge)

Well, if they don't the Recipient is liable to have to pay the excess.
I don't know how strict they are on enforcing the size/weight limits.

consequences would be if they just posted the large ones, I reckon that
sales of large cards will drop now ;-)

But if you just fold them in half, they will then end up thicker
than the 5 mm Limit for a "small letter", won't they?
So they will still be due for the extra Postage.
