In today's paper a chap in Hinckley, a town near us, was given a £50
fixed penalty fine... for what??
He was on his way to his car to go to work when the postman handed him
his daily dose of junk mail. After opening and reading them he screwed
them up and deposited them in a nearby trash can, as any responsible
citizen would... A few days later he received the fixed penalty for
dumping household rubbish in a public litter bin ?????????????

The head of the local council was just interviewed on the Today programme.
The junk mail reference is a bit of a red herring. Apparantly the chap in
question added the junk mail items to a carrier bag full of *household*
waste which included waste food. The Council's point is that household
waste should not be placed in a public 'street' bin, also causing that bin
to become fuller than it otherwise normally would. Reasonable?

aah, but where are the attention grabbing headlines in that? So much
better, it would seem, for newspaper sales to take a tiny grain of truth
and blow it out of proportion. Within minutes it is viewed as gospel and
then within hours it is seen as official national policy.

The guilty chap said there was no way he was paying the fine, so if Boo is
right, he'll have to change his mind pretty smartish.

LOL I have no idea if the radio interview that aa told us about was any
more fully factual than the newspaper report. That's the problem with the
news in any form, we are only told the bits they have latched on to tell
us. If the man is right then its silly, if the council is right and he
dumped a bag full of rubbish including food then he was wrong to do it (
every animal in the neighbourhood will be scrabbling round the bin)

Yes, the animals round our way go potty if they catch the aroma of 'Junk
Mail'...rofl ;o)
