I just noticed that the setting for item ( download signed active x
controls) keeps reverting to Prompt.
Is this correct ?

I dunno why it's reverting?...
But anyway, that's a perfectly Safe Setting, cos it means that
*if* there's a (Signed) ActiveX Control that is trying to be
Downloaded, the Browser will Prompt you before doing it.
So you can then choose (based on whether or not you are prepared
to "Trust" the Site), if you do want to Download it.
I assume that you aren't getting any such Prompt?
Cos it's not trying to Download any Signed ActiveX Controls.
The Macromedia Flash Player ActiveX Control (PlugIn) is already
Installed on your Machine.
BTW - The (similar) Option for *UnSigned* ActiveX Controls should
*always* be Set to (at least) Prompt, or preferably Disabled.
If an ActiveX Control is "Unsigned" then it really has no business
wanting to (or being allowed to) Run.
That's how all sorts of dodgy stuff gets onto peoples PCs.
