Is it possible to record a voice over narration to a dvd in Nero ?

Have a look at the Nero Wave Editor.
That's a (fairly basic, but competent) Editor that you can use
to fiddle around with various Sound Files.
You could Record the Voice-over/Narration in that & you *may* then
be able to add that Narration to the Video File(s) that you are
working with.

We are in the process of transferring our VHS tapes to DVD and some would be
better with a narration.
I know it can be done in W Moviemaker, but I can't import the dvd videos
into it as they have been transferred using a video recorder and it won't
accept them, the master tapes we have are for an old camcorder which we
don't have now, so they can only be transferred using a carrier in the VCR

What you need, then (to get things like that into the PC, into
a Format so that you can Open them & Edit them in various different
things) is what's called a "Capture Card" - that will accept the
Output from an ordinary type (VHS) Video Recorder & convert it as it
comes in, to a Format that can be Saved as a File on the PC & then
Opened & Edited using various other Software - either things such as
M$ Moviemaker, or 3rd party stuff or some Capture Cards come with
suitable Software.

Thank's PMJ unfortunately I don't have a paid for version of Nero, so I
can't get Wave editor unless I pay for the upgrade.
Rather than buy a capture card, Hubby Jack decided to buy a DVD recorder to
copy his old VHS tapes, it's easier for him to do it that way ;-)
I have a firewire card so he can connect his video camera to transfer any
new movies he has filmed with it.
