If 2 or more people occupy a house, they pay full Council Tax based on
the value of the property so, whether it's 2 or 25 in the house, you
pay the same. Yet one person living alone only gets a discount of
25%. Surely this cannot be fair as there is no way that two people
use the same amount of council services as does a family of 10, 15 or
whatever.

This is the flawed argument Thatcher used to introduce the Poll Tax.
If just two people are living in a house that will accomodate 25, it's way
too big for them, they should move to somewher smaller in a lower band.

If those 2 people have worked hard to afford it and aren't sponging off
their fellow tax payers then good luck to them, their money, their
choice.

Quite, but as you say, it is their choice, so they've no grounds for
complaint at the Council tax level (well, no more than anyone else).
