Have seen this entry in the event log of a pc ( no, not mine)
tcp/ip has reached the security limit for the number of concurrent tcp

& what is the actual "Event" Number?
& also what is shown (in the Event Log) as the "Source" of
the Event?
Is this in the "System" Event Log?
Or the "Application" Event Log?
It *should* be (if it's a TCP/IP (Transmission Control
Protocol/Internet Protocol) Error) in the "System" Event Log.

Skype opens lots of connections, but they seem to be on udp, apart from

Yep, both ways.
It makes *Outbound* Connection attempts to *loads* of different
Ports, on *loads* of different IP Addresses & also accepts
*Incoming* Connections on one, random, (but specifiable) Port
from all over the place.

That depends on how long the User is OnLine on Skype.
& also whether they are behind a NAT (Network Address Translation)
Router.
The longer a User is OnLine, the more Connections are made through
the Skype Client & it *can* become what is known as a "SuperNode",
under certain circumstances.
That's all to do with the way that any P2P (Peer to Peer) System,
such as Skype is, works.

does this concurrent connection limit, only apply to tcp, or would it add
up the udp connections too? In other words, could that be a possible cause

UDP (User Datagram Protocol) is actually (quite a bit) different from
TCP - though they are related & also very often mixed up - even by the
Operating System, which sometimes lumps TCP stuff in with UDP stuff.
TCP maintains a "State" for a Connection, but UDP doesn't.
& TCP has Error Correction, which means that Dropped packets will
(or should) get ReSent, but UDP doesn't.

I don't have a list of all the different things, just did a quick glance
in the event log to see if anything stood out. Problem seems to be, at
least temporarily, resolved by other means so I don't intend going too far
into it until/unless it becomes desperate.

paraphrase -
