I don't know about the best way but you could try this site...

& in addition to all the various 3rd Party Utilities which people
have suggested, you can use the (built-in) facilities of WinXP...
It keeps track of all those sort of figures (& the 3rd Party Utilities
just use those same figures, that windoze has already collected & show
them to you in their own way, using their Utility).
You can get to see the Info using various things that windoze already
comes with, such as TaskManager...
CTRL+ALT+DEL
or...
RightClick TaskBar>TaskManager
or...
Start>Run taskmgr [OK]
Then Switch to the "Networking" Tab.
That shows you a graphical View of what's going through the various
Network Adaptors that are fitted in your Machine.
Use Menu>View>Select Columns...
& Tick...
[/] Bytes Received/Interval (Download)
&
[/] Bytes Sent/Interval (Upload)
That will Add in those Figures as Columns in the Table at the bottom.
Also, use Menu>View>Network Adaptor History...
& Tick...
Bytes Received
&
Bytes Received
That will show the Info as a (Real Time) Graph, so you can see how
it varies over time, such as during a Download (or Upload)
If you also use Menu>Options>Tab always Active
It will keep an eye on the figures & Update the Graph, so you can
Switch away from TaskManager while you do something, then come back
& have a look at it.
Don't forget, you can also Widen up the TaskManager Window, so you
can see more of the Graph.
& you can Set it to be "Always on top" if you want, so it shows over
other Windows, or you can Set it not to be "Always on top", or you
can Minimise it.
You can also use the Performance Monitor thingy...
You can get to that from the Administrative Tools thingy in Control
Panel, or the Start Menu, if you have the Option Set to show it on
the Start Menu, or by...
Start>Run perfmon [OK]
Then Add a New "Counter" (RightClick>Add Counters...) & Choose (from
the DropDown List of "Performance Objects") "Network Interface"
Pick the Network Interface (from the List on the Right) that you want
to Monitor - there may well be several, depending on what NICs (Network
Interface Cards) you have in your Machine - I have 6 showing up in mine
at the mo - Bluetooth, WiFi, Ethernet, MS Loopback, Parallels Virtual
NIC & M$ Virtual PC Interface (sometimes there's also VMWare stuff,
if you use VMWare)
Then Select which stuff you want to Monitor.
The ones I presume you are most interested in are prolly going to be:
Bytes Received/Sec & Bytes Sent/Sec
Then Click [Add]
You can then have it showing as a Graph (& you can Set the Scale,
or let it Set the Scale Automatically) & you can also have it showing
as Figures, if you want.
You can also use that "Performance Monitor" thingy to Record the Info
(what they call "Counter Values") in a Log File, over a period of time,
so you can then look at the Log & see things such as the Peak & Minimum
Values etc.
